The Parliament drastically increased the fines for non-observance of the order in procedures for changing the function of forests. The violators shall pay fines from 3 000 to 15 000 BGN when until now the fines were between 100 to 500 BGN.

The majority voted down the Democratic party's proposal for prohibition of substitution of land and forests included in the Forest fund for the purposes of private projects.

With the last amendments of the act was created the National fund "Bulgarian Forest" which shall be a steward of secondary importance with budgetary credits.

Additional changes in the Forestry Act foresee to create state forestry farms which shall be self-dependent juridical persons with statute of state enterprises. They shall be managed by the state forestry fund.
