A newly prepared bill for direct participation of Bulgarian citizens in state government shall stipulate that a national referendum could be initiated if gathered 150 thousand signatures from citizens with voting rights. If gathered 350 thousand signatures the conduct of a referendum is set to be obligatory. The bill is being discussed in the Parliament from Wednesday. It has been proposed by Yanaky Stoilov (Coalition for Bulgaria party) and a group of deputies. In the present moment the public opinion / referendum doesn't have any legal value or relevance even if gathered great amount of signatures. The only option Bulgarian citizens have is to file the subscription list at the National Assembly and if deputies find appropriate they could initiate a referendum. The necessary backup for initiation of a referendum is the consent of minimum 60 deputies, president's or the Ministry Council's approval. The discussed propositions foresee decrease of the number of deputies (from 60 to 24) who could propose a referendum. The bill foresees that results of the national referendum should become a legal decision and shouldn't have to be approved by the Parliament. There is an option the requirement of minimum number of people who voted to drop from the act. In the present stipulation the requirement is for the half of the population of the municipality or the country.
