New legalization procedure of the invitation-declarations for a short-stay visa emission due to a foreigner's private visit foresees a Ministry Council's Decree. The place where foreigners should file their declarations depends on their host's residence. Each declaration should be made in 2 copies, filled in on a machine, signed in front of notaries and then notarized. Other documents needed are as follows: a notarized ownership declaration from the host; proof of possession of sufficient financial means, issued by the inviting person's employer or either a copy of the tax declaration under art. 50 from the Physical Person's Profit Tax Act; a notary deed for ownership or a rent contract. The profit certificate includes 1 year period of its issue and the documents' validity is six months. The host is obliged to register his guest by submitting the second copy from the declaration within 5 days of arrival. Otherwise, he shall be punished with a 100-1000 BGN fine. Physical and juridical persons with activities mentioned in the Trade Act, juridical persons, registered under the Juridical Persons with Non-economic Purpose Act, representatives of foreign juridical persons, registered under art. 42 from the Investment Encouragement Act file their declarations in a special group called "Migration".
