Integration of uninsured persons in the Health system should be more impede

The Parliament is discussing new precautionary measures against indecorous patients.According to Ms Antonia Parvanova - deputy of NDSV, all people who have not paid health insurance should be drawn in to the system. She added that there is a discussion for legislative measures aggravating the return in the Healthcare system. Ms Antonia Parvanova is one of the authors of the changes in the healthcare model accepted by the Triple coalition In the present moment there are 1 million people in Bulgaria who do not have health insurance and cannot use freely the Health fund‘s services. According to the current Bulgarian legislation, a person is health insured if 12 monthly installments have been paid for a previous period or was previously insured for at least 6 months. "If somebody needs current medical treatment, he could receive such just by paying 100 BGN and then be able to use health services for thousands of leva. That makes the Health fund overloaded and it is incorrect to people paying regularly their installments", also states the deputy. It should be clarified how to impede incorrect payers' return in the Health system, so they pay their installments on regular basis. One of the proposed solutions of this matter is to require a payment of at least 12 installments but with 6 months prohibition of use of free health care or 50% of the first medical procedure to be payable in cash by the patient.
